SNATTA, the association representing Junior Engineers of BSNL, continues its uncompromising struggle for the standard NE-9 pay scale of ₹35,700 – ₹1,12,400.
At the recent Wage Negotiation Committee meetings, BSNL management once again attempted to impose the outdated Nov 2022 scale of ₹31,000 – ₹63,000 on Junior Engineers. This proposal is completely unjustified and fails to resolve stagnation, pay anomalies, and career growth issues.
Our General Secretary, Shri Suresh Kumar, has clearly stated:
Anything less than the standard scale ₹35,700 – ₹1,12,400 will not be accepted.
JEs are performing critical responsibilities on par with Executives, and deserve pay parity.
Why this fight matters:
DoT, Railways, SSC, DMRC JEs are already placed at Level-6 (₹35,400 – ₹1,12,400). BSNL JEs are the only exception.
Without a fair scale, thousands of Non-executives will continue to face stagnation and loss of dignity.
Financial impact of granting standard NE-9 is marginal compared to the overall pay revision, but the morale impact is huge.
The Way Forward
SNATTA will continue to resist unfair proposals and will not compromise on the dignity of Junior Engineers.
We call upon all JEs and members to stay united and vigilant.
With the Wage Revision Agreement scheduled for 08 October 2025, we expect management to correct its course and implement the standard NE-9 scale.
